Unable To Access Database With Database Control "Io exception: The Network Adapter could not establish the connection"

Oracle Enterprise Manager - Version: 10.1.0.4

This problem can occur on any platform.

Symptoms

When attempting to access Database Control the following error is encountered:

"Io exception: The Network Adapter could not establish the connection"

Cause

Naming resolution could not be performed

The NSLOOKUP works, but  NSLOOKUP does not.

Since the naming resolution only works one way, we cannot fully resolve the name of the server.

Solution

Set the IP Address, fully qualified hostname and shortname in the \etc\hosts file.

By placing the information in the hosts file, the naming resolution can be performed
